Impact of economic regulation on management and performance of SOEs
The State President appointed a committee to review the factors affecting the performance of state-owned enterprises and to make recommendations for improvements. One of the aspects the committee aimed to address was the impact of the current SOE policy and regulatory framework on the management of state-owned enterprises.
Meridian was appointed to produce a report on the impact of economic regulation on the management and performance of state-owned enterprises (SOEs). The report set out to identify the key challenges related to the economic regulation of SOEs in the energy, transport and communications sectors. It outlined a framework for understanding the impact of regulation and the related governance framework on the performance of SOEs and to make recommendations for how the impact of economic regulation on SOE performance can be improved.
